Presumptions, Facts and Endless Possibilities

A ProfitWise Research effect study into the effects of Prior Learning

In 2010 the Dutch ministries of Social Affairs & Employment and Education, Culture & Science commissioned ProfitWise Research to conduct extensive research into the effects of Accreditation of Prior Learning (APL). APL (in Dutch: EVC) refers to the assessment and accreditation of any form of learning that has taken place either through formal or informal education or during the work itself. Through APL the Dutch government and Dutch companies aim to approve, assess and further develop what an individual has already learnt. APL is presumed to be a valuable instrument for maintaining a employable, well educated workforce and to increase workforce mobility. It was the mandate of ProfitWise Research to go from 'presumed guilty' to 'beyond a reasonable doubt', by collecting 'burden of proof' to substantiate the effect of APL.

With the help of 72 Dutch companies -such as Heineken and ING Bank- and over a thousand stakeholders and APL-participants (employed by these companies) ProfitWise managed to prove the positive effect of APL on career progression and self perceived employability, among others. The findings show a prominent role for the manager and the HR-department. Consistent career coaching form both parties is a determining factor. However, the strongest indicator is Career Self-Management Behavior (CSMB) of the employees themselves. Stimulating both CSMB and career coaching will reinforce the positive effects of APL on career progression and self perceived employability.

Proven ProfitWise research methodology included the gathering of qualitative and quantitative data. A literature review of international and Dutch scientific studies & reports, and interviews with the key experts of the participating 72 organizations resulted in many presumed (and only in a few cases verified) effects of APL. 45 of these effects for individuals and 30 effects for organizations were investigated in the practice of the organizations through questionnaires for both APL-participants as stakeholders.

Advanced analyses, using 9 research scales -four of which were developed by ProfitWise Research- demonstrate the effects of APL. From presumptions  to undeniable facts, these results present a world of possibilities for APL. Not only as a 'short cut' for training and education, but also as an HR-instrument for employability, recruiting and career management.
